In addition to its legislative responsibility, the city council shall review and act on the following subjects:
A. Recommendations of the planning commission;
B. Appeals of planning commission recommendations and decisions, with the exception of decisions of the planning commission pursuant to section 13-6-7, "Architectural Design Review", and title 13, chapter 7, "Sign Regulations", of this code that are subject to appeal to the hearing examiner, in which case the city council shall review and act on the recommendation of the hearing examiner on appeal;
C. Appeals of determinations of significance under chapter 14 of this title; and
D. Final plats and mobile/manufactured home parks or subdivisions.
