The purpose of this title is to combine and consolidate the application, review, and approval procedures for land development in the city so that these procedures are clear, concise, and understandable. It is further intended to comply with state guidelines for combining and expediting development review and integrating environmental review and land use development plans. Final decision on development proposals shall be made within one hundred twenty (120) days of the date of the letter of completeness, except as provided in section 15-9-8 of this title.
