10-2-1: AMENDMENTS TO BUILDING AND RESIDENTIAL CODES:
The following amendments and additions to the International Building Code and the International Residential Code are hereby adopted:
   A.   Test Pressure Measurement: Subsection G2417.4 of the international residential code is amended by replacing the text therein with the following:
G2417.4 (406.4) Test Pressure Measurement. The test pressure for gas piping systems less than 14 inch (356 mm) water column shall be 15 psig. The test gauge shall have a pressure range of 30 psig. The test pressure shall be held for a length of time satisfactory to the code official, but in no case less than fifteen minutes, with no perceptible drop in pressure.
For welded pipe and for pipe carrying gas at pressures in excess of 14 inch (356 mm) water column, the test pressure shall be 60 psig (413.4 mm). The test gauge shall have a pressure range of 100 psig. The test pressure shall be held for a length of time satisfactory to the code official, but in no case less than 30 minutes.
   B.   Building Foundation Elevation: Notwithstanding provisions to the contrary in the international building code, the top of any exterior foundation shall extend above the elevation of the adjacent street gutter a minimum of twelve inches (12") plus two percent (2%). The building inspector shall have discretion to approve alternative elevations if it is demonstrated that drainage is provided to all locations on the site.
   C.   Building Valuation Data: Section 108.3 of the international building code and section R108.3 of the international residential code are not adopted; and in place of those two (2) sections, the following shall be used:
The building inspector shall utilize one of two methodologies to determine valuation. The greater of the two methods (the square footage method vs. the total valuation method) shall be used to determine the construction valuation for the purpose of computing the permit fees. Value or valuation of a building shall be:
      1.   The estimated cost to construct or replace the building and structure in kind based on current construction or replacement costs, as determined in this section. A current construction or replacement cost includes fees for all architectural, engineering and construction management services, and includes all structural, electrical, plumbing, mechanical equipment and labor, including all contractors' profits and all on-site preparation costs; or
      2.   A flat value per square foot as published by the International Code Council. This value shall be computed by using the per square foot value adjusted by the area modifier published in the value table (1.09).
      3.   It shall be the responsibility of the applicant to produce the winning contractor's bid for project construction when so requested by the building inspector.
   D.   Permits: Section 105.2 (Work Exempt From Permit) of the international building code and the international residential code is hereby amended by increasing the size of exempt one- story detached accessory structures used as tool and storage sheds, playhouses and similar uses from one hundred twenty (120) square feet to two hundred (200) square feet, by replacing the first numbered paragraph with the following:
      1.   One-story detached accessory structures used as tool and storage sheds, playhouses and similar uses, provided the floor area does not exceed 200 square feet.
   E.   Minimum Design Requirements: The following climatic and geographic design criteria are adopted pursuant to section R301.2 of the international residential code:

   F.   SINGLE ROOM OCCUPANCY SLEEPING UNIT:
      1.    Definition. A single room occupancy sleeping unit ("sleeping unit") is a structure that provides living units that have separate sleeping areas, must be at least 120 square feet, and must have unencumbered access to both sanitary facilities and a full common kitchen facility, subject to the following:
         a.   Sanitary Facilities shall include:
            i.   At least one flush toilet, lavatory basin, and bathtub or shower must be supplied for each eight sleeping units.
            ii.   Each sleeping unit must have access to a flush toilet.
            iii.   Each sleeping unit must have access to a lavatory basin and bathtub or shower supplied at all times with an adequate quantity of hot and cold running water.
            iv.   All sanitary facilities must be in proper operating condition and be adequate for personal cleanliness and the disposal of human waste. The facilities must utilize an approvable public or private disposal system.
      2.   Space and security:
         a.   Each sleeping unit must have 120 square feet of floor space and at least 4 square feet of closet space.
         b.   Exterior doors and windows accessible from the outside must be lockable.
   3.   Access:
         a.   Residents must be able to access their sleeping unit without passing through another sleeping unit.
         b.   Residents must be able to access sanitary and kitchen facilities with no encumbrances that could prevent access. Access to these facilities cannot be through another sleeping unit but may be located in a detached community building located on the same site.
   4.   Use and Location:
         a.   Sleeping units may be located within the Public Facilities Zone, subject to the issuance of a conditional use permit by the City. Sleeping units are prohibited in all other zones within the City.
         b.   Sleeping units shall not be for transitory housing (the rental of any building or portion thereof used for the purpose of providing lodging for periods of less than 30 days, for compensation).
         c.   Sleeping units shall either be owner-occupied, or shall provide housing for a tenant, pursuant to one Lease Agreement.
         d.   The following uses are not considered single room occupancy sleeping units: Boarding houses; hotels and motels, extended stay hotels or motels, Assisted Living Facilities, Convalescent/Nursing Homes, Correctional Institutions, Diversion Facilities, Diversion Interim Services Facilities, Dormitories, and facilities which provide short-term or long- term care for tenants suffering from physical, mental or other disabilities.
