9-5A-15: ADMINISTRATION:
   A.   Authority: The director shall have the authority to develop and implement administrative procedures to administer and enforce this article.
   B.   Review And Approval: The director may approve, conditionally approve or deny an application for activities regulated by this article.
   C.   Enforcement Authority: The director shall have authority to enforce this article.
   D.   Inspection: All activities regulated by this article, except those exempt in subsection 9-5A-8B of this article, shall be subject to inspection by the director. All applicants are deemed to have consented to such inspections as a condition of approval. The director may inspect projects at various stages of the work requiring approval to determine that adequate control is being exercised. Stages of work requiring inspection include, but are not limited to: preconstruction; installation of BMPs; land disturbing activities; installation of utilities, landscaping, retaining walls and completion of project. When required by the director, a special inspection and/or testing shall be performed.
   E.   Illicit Discharge/Connection Inspections: Inspections for illicit connections or illicit discharges will be performed by the city in accordance with section 9-5B-10 of this chapter. (Ord. 911, 8-31-2011)
