At the time of issuance of the permit as provided in this Chapter, the administrative authority shall supply the person obtaining such permit specifications designating the method of street cutting, excavation, disposal of excavated material backfilling and the replacement of concrete or asphaltic materials. It is unlawful for any person to deviate from the provisions of these specifications. (1973 Code § 12.16.040)
