The purpose of this chapter is to reduce hazardous traffic conditions resulting from the use of streets within areas zoned for residential use for the parking of vehicles by persons utilizing adjacent or nearby open space for recreational activities; to protect such areas from polluted air, excessive noise, litter and refuse caused by such vehicles and operators; to protect the residents of such areas from unreasonable burdens in gaining access to their homes; to preserve the character of such areas as residential neighborhoods; to promote efficiency in the maintenance of residential streets in a clean and safe condition; to preserve the value of property in such areas; to promote safe unimpeded traffic circulation; and to preserve the safety of children, pedestrians and traffic, as well as the peace, good order, comfort, convenience and welfare of the inhabitants of the city.
