5-3-3: IMPROVEMENTS; DUTY OF OWNER:
All improvements within the city shall be forthwith placed in a clean and sanitary condition so as to render the improvement free from rats. It shall be the duty of the owner, lessee, or occupant thereof to take all necessary steps to that end. (1973 Code § 8.24.030)
