15-15-4: APPROVAL PROCEDURE:
A development agreement is a type 5 project permit application and shall be processed in accordance with the procedures established in this title. A development agreement shall be approved by resolution or ordinance of the city council after a public hearing, based on the planning commission's recommendation.
