§ 155.05 AUXILIARY DESIGN ELEMENTS.
   (A)   Auxiliary design elements are subject to the limitations established for each graphic.
      (1)   Awnings, canopies, and marquees are permitted in all areas. Any item or items of information displayed on an awning, canopy, or marquee are debited against the items of information allowance for wall graphics established by § 155.02(A).
      (2)   Time and temperature devices are permitted for all areas, except residential areas. They may be on the ground or attached to the wall, and are subject to the regulations applicable to ground and wall graphics.
   (B)   The following types of illumination and mechanical movement for all activities in all areas are subject to the limitations indicated in this section.
      (1)   Colored light. White is the only color of external light which is permitted to illuminate graphics in areas designated as office or residential, or within 300 feet of such areas;
      (2)   Flashing graphics. A flashing graphic has a blinking, fluttering, or intermittent light. Flashing graphics are not permitted.
      (3)   Message center. Message centers shall be limited in their operation to provide a predominantly community oriented message (time, temperature, weather forecast, community service announcement) at least 65% of the time the sign is in operation during business hours. Signs shall not provide a commercial message more than one hour before opening or one hour after closing of the establishment. Items of information being displayed on the message center, at any one time when combined with the items of information on the sign, shall not exceed ten.
      (4)   Mechanical movement. This movement refers to animation, revolution, movement up and down, or movement sideways. Graphics which move mechanically are permitted only for motion picture theaters, amusements and recreation services, or as permitted in areas of special control.
      (5)   The light from any illuminated sign or indirectly illuminated sign shall be so shaded, shielded, or directed that the light intensity or brightness shall not adversely affect surroundings or facing premises nor adversely affect vision of operators of vehicles moving on public or private roads, highways, or parking areas. Said lights shall not shine on or into residential structures.
