§ 31.065 BOND.
   The Village Clerk shall before entering upon the duties of his office, extend to the Village a bond in the penal sum of $3,000, with sureties to be approved by the Board of Trustees, conditioned as provided by law.

§ 31.066 DUTIES.
   The Clerk shall, in addition to the duties now imposed upon that officer by statute, perform the following duties.
   (A)   The Clerk shall keep his office, in the village hall, for the transaction of village business during usual daily business hours.
   (B)   The Clerk shall issue notices of meeting to the President and members of the Village Board of Trustees, and when directed by that body, to the members of the different committees of that body and to all persons whose attendance will be required before that body or any such committee when so directed; he shall also issue and cause to be served notices of said meetings.
   (C)   The Clerk shall attest all the licenses granted by the President or Board of Trustees under the provisions of this code.
   (D)   The Clerk shall without delay deliver to the officers of the village and to the various committees all bills, resolutions, communications, and other documents referring to such officers and committees.
   (E)   The Clerk shall without delay deliver to the President all ordinances or resolutions under his charge which may require approval or other action by the President with all papers and information on which the same were founded.
   (F)   The Clerk shall keep the corporate seal and affix the same to all papers which require it. He shall keep all records and papers belonging to the village and attend all meetings of the President and Board of Trustees, and keep a full record of its proceedings in the journal. He shall make proper copies of all papers duly filed in his office and make transcripts from the journal and other records and files of his office, certified by him under the corporate seal.
   (G)   All ordinances passed by the President and Board of Trustees shall be recorded by the Clerk in a book kept for that purpose before the next regular meeting after they go into effect. If the ordinance requires publication, the Clerk shall cause the same to be duly published. The Clerk shall note at the foot of the records of each ordinance a memorandum of the date of its passage and approval or otherwise becoming effective, and if published, the date of the publication of such ordinances. The original shall be filed in the office of the Clerk with a certificate of publication or posting attached to the ordinance requiring publication.
   (H)   It shall be the duty of the Village Clerk, within five days after the result of an election is declared or an appointment made, to notify in writing all persons elected or appointed to office. Unless such persons shall respectively qualify in ten days after such notice, the office shall become and be vacant.
   (I)   It shall be the duty of the Clerk, on or before the second Tuesday in December in each year, to file with the County Clerk of Cook County, Illinois, a certified copy of the ordinance in which the total amount of appropriations for all corporate purposes of the village legally made are levied and assessed for the current fiscal year.

§ 31.067 COMPENSATION.
   (A)   Beginning May 1, 1989, the Village Clerk shall receive $150 for every regular or special meeting attended; salary may be received for two unattended meetings, per annum.

   (B)   The compensation of the Village Clerk shall be paid out of the General Fund from the proper appropriation for all his services, including attending meetings, keeping minutes, records, seal and files and recording the same; for his keeping and attending his office at the village hall during daily business hours; and for his other clerical duties relating to the general business of the village. Said salary shall be paid in monthly installments upon proper warrants. All fees are to be turned in to the Village Treasury.

VILLAGE TREASURER
§ 31.080 BOND.
   The Village Treasurer before entering upon the duties of his office shall execute to the village a bond conditioned for the faithful discharge of his duties with sureties to be approved by the President and Board of Trustees in a sum of not less than $3,000.

§ 31.081 DUTIES.
   (A)   The Village Treasurer shall receive all moneys belonging to the village and shall render at the end of each and every month, and more often if required, a statement under oath, to the Board of Trustees, showing the state of the treasury at the date of such account and the balance of the money in the treasury. The statement shall set forth all the moneys received by him, and on what account they shall have been received; also all moneys paid out by him and on what account they shall have been paid.
   (B)   The Treasurer shall cause to be kept books of account, in such manner as to accurately show all moneys received by him, from whom, and on what account they shall have been received; also all moneys paid out by him and on what account they have been paid. The books shall be kept in such manner as to be readily understood and investigated. The books and all papers and files of said office shall at all times be open to the examination of the President and Board of Trustees or any member thereof.
   (C)   The Village Treasurer shall keep by double entry a full detailed account of all village funds, general tax receipts and receipts from other sources, also a Bond Account, Sinking Fund Account, and Forfeit Account in the village ledger. He shall keep a "special fund" ledger in which all special funds shall be kept separately by numbers and names of the special funds, showing the total amount of each fund and installment of same to be collected and each amount to show the total collections and disbursements on account of same.
   (D)   Each warrant, as soon as it is issued by the Clerk and signed by the President, shall be registered by the Village Treasurer in the warrant account with each fund, which shall be kept by him, showing under separate headings the dates and amounts of payments made on the same and when canceled, and he shall, on registering each warrant, cancel the same and mark same "Paid by Treasurer" with the date of each payment.
   (E)   All funds and money belonging to the village in the custody of the Village Treasurer shall be kept on deposit with such bank or banks as shall be designated by the President and Board of Trustees by resolution, as a depository for such funds and money. Said bank or banks shall not be qualified to receive funds or money of this village until it has furnished the corporate authorities with two copies of the last two sworn statements of resources and liabilities which the bank is required to furnish the Auditor of Public Accounts or to the Comptroller of Currency.
   (F)   The Village Treasurer shall be discharged from responsibility for all funds or money which he deposits in said bank or banks while the funds and money are so deposited; provided, however, that the amount of such deposits shall not exceed 75% of the bank's or banks' capital stock and surplus and the Village Treasurer shall be responsible for funds or money deposited in the bank or banks in excess of this limitation. Such funds or money shall be subject to withdrawal from time to time upon checks or combination voucher-checks signed by either the Village Treasurer, or the President, or the Chairman of the Finance Committee.
   (G)   The Village Treasurer shall also perform such additional duties as may be prescribed from time to time by ILCS Ch. 65, Act 5 § 3-10-1 et seq.

VILLAGE ATTORNEY
§ 31.095 ESTABLISHING.
   There is hereby created the office of Village Attorney. The Village Attorney shall be appointed by the Village President with the advice and consent of the Board of Trustees.
§ 31.096 COMPENSATION.
   The compensation of the Village Attorney shall be determined from time to time by the corporate authorities.
