All parking stalls shall be striped, handicapped parking spaces properly marked, including signage, parking aisle access lanes marked with pavement directional arrows at each end of the aisle, and “No Parking - Fire Lane” signs for the emergency access lanes, and all two directional roadways shall be marked with a center yellow stripe.

All vehicular traffic exiting the parking areas or interior roadways onto public streets shall be required to either yield or stop before entering the public street. Appropriate indicating “yield” or “stop” signs shall be posted and maintained by the commercial center at all applicable locations.

(A) It shall be unlawful for the operator of any vehicle to stop, stand, or park such vehicle in any of the following places which may exist in the parking area except when necessary to avoid conflict with other pedestrian or vehicular traffic or in compliance with the directions of a police officer:
(1) Within an intersection;
(2) On a crosswalk;
(3) In a designated fire lane;
(4) In front of any doorway or truck dock;
(5) Between a safety zone and the adjacent curb or within 30 feet of a point on the curb immediately opposite the end of a safety zone;
(6) Within 30 feet of a traffic signal or stop sign on the approaching side;
(7) Within 20 feet of a crosswalk at an intersection;
(8) At any curb within 15 feet of a fire hydrant;
(9) At any place where the standing of any vehicle will block the use of a driveway;
(10) On any sidewalk;
(11) Alongside or opposite any excavation or obstruction when such stopping, standing, or parking would obstruct traffic;
(12) On the roadway side of any vehicle stopped or parking at the edge or curb of the street;
(13) At any place where signs have been erected prohibiting stopping, standing or parking.
(14) At the end of any row of marked parking spaces where the vehicle extends beyond the last parking stall.
(15) Mailboxes.
(B) It shall be unlawful to park a motor vehicle in a designated handicapped parking space unless the vehicle contains the identification (registration plate, placard, or sticker) required by ILCS Ch. 625, Act 5, §§ 3-609, 3-616, or 11-1301.2.

Development layout plans which do not specifically provide for all of the regulations as set forth herein may be approved in writing by the Village Administrator provided said plan is approved by the Village Board and the Orland Fire Protection District.
