(A) The Parks and Recreation Commission shall consist of seven members appointed by the Village President with the advice and consent of the Board of Trustees. An attempt will be made to select individuals from geographically diverse areas within the village and representatives of various recreation oriented organizations in the community.
(B) The initial appointments will be as follows: two members for one year, two members for two years, two members for three years, and the chairperson for four years. Thereafter, appointments or reappointments will be for three years. Appointments to fill vacancies in unexpired terms will be for the remainder of the term.

(A) Meetings of the Parks and Recreation Commission will be held on the third Tuesday of each month at 7:00 p.m. Other meetings may be scheduled as needed with proper notification to members and the public.
(B) A majority of the seven Commissioners must be present for a quorum to be declared and for motions to be acted upon.
(C) Each Commissioner must attend a minimum of nine of the twelve scheduled meetings per year. If a Commissioner fails to attend the minimum number of meetings, another individual may be appointed to fulfill the remainder of the term.
(D) A secretary will be appointed from among the Commission members, or the Commission may defer secretarial responsibilities to a designated Recreation Department staff member.

From time to time the Parks and Recreation Commission will:
(A) Conduct surveys to determine the recreation needs and desires of the various age groups within the village.
(B) Solicit citizen input, particularly from areas surrounding potential park sites, or where recreational activities are contemplated.
(C) Conduct feasibility studies on potential recreation sites, with regard to use or improvements.
(D) Prepare plans detailing the improvements.
(E) Gather data on the cost of proposed improvements/construction including possible donation of materials or labor.
(F) Make recommendations to the Youth, Education, and Recreation Village Board Committee on park and recreation issues.
(G) Seek funding from the corporate authorities, donation, grants, or other sources.
(H) Upon approval of the project and funding, prepare a report detailing the work to be accomplished, including procurement of materials and equipment, and the responsibility thereof. Prepare a schedule for implementation, development, or construction and a tentative completion date.
(I) Coordinate with the Village Recreation Department or other affected department, for assistance required in the performance of any of the duties of the Commission..
(J) Obtain final approval of the Board of Trustees for implementation of the plan.
(K) Oversee and participate in the development/ construction and provide a final report to the Board upon completion of the project. Interim reports may be requested by the Board if the project is of longer duration.

The Recreation Committee is comprised of the Village President and three Trustees appointed by the Village President. The Committee will act as liaison between the Park and Recreation Commission and the Board of Trustees. They will promptly place recommendations and requests from the Commission before the Board as a whole. They will provide the Commission with the Board's response in an expeditious manner.
