Section 9. Waiver of Certification.
   Whenever it is necessary to cancel a certification because of the waiver of any person whose name appears thereon and to make new certification in order to supply a sufficient number of names for the appointments to be made, one certification shall be counted against each person waiving the right to appointment, but certifications cancelled because of waivers shall not be counted against persons appearing thereon who do not waive. Whenever a certification is made from which to fill a number of positions under Section 3 of this Rule VII, those persons who are dropped after three considerations shall be considered as having been certified three times to the same appointing authority for the same or similar position and shall be omitted from future certifications to such appointing authority and for such position in accordance with the provisions of Section 5 of this Rule VII, unless such appointing authority requests certification of such persons.
