1361.01 BUILDING, DEMOLITION AND REMOVAL FEES.
   (a)   Fees to be Collected for Buildings and Structures Together with Certain Appurtenances and Equipment. The fees to be collected for permits issued for the construction, additions to, alterations, repair and demolishing of buildings and structures together with their appurtenances and certain equipment shall be as follows:

      (1)   Removal and Demolition:

      (2)   New Structures or Additions and Alterations to Existing Structures or Change of Use and Occupancy: Before a permit is granted, the Commissioner of Building and Zoning Inspection shall determine the fees for plan examination and building permits by one of the following methods:
         A.   Square footage method: Work that can be determined on the gross square footage of the building or structure, the fees for plan examination and building permits shall be determined by the following formula:
               SF x GAM x PFM x CF
            1.   SF (Square Footage) = See plans = The gross area shall be the floor area within the perimeter of the outside walls of the building under consideration and any areas covered by roof or overhead structures or any porches, decks, landings or similar structures greater than six inches above grade.

            2.   GAM (Gross Area Modifier) = 70 = The value which, extrapolated from the national construction estimating standards, reflects the overall average cost per square foot of all building construction as adjusted for the City.

            3.   PFM (Permit Factor Multiplier) = 0.0050 = The value, calculated by the City based on annual reports, which reflects the calculated value of the department budget times the percentage of department revenue to be collected through permit fees divided by the annual value of construction reported.
            4.   CF (Type of Construction Factor) = See Table = The value extracted from the table that follows.

Exception: Floor area for alteration or change of occupancy shall be determined by the Commissioner and shall be based on the actual floor area affected by the alteration or change of occupancy which may extend beyond the limits of construction.

         B.   Valuation method: Work that cannot be related to square foot areas shall be charged based on the estimate construction value of the project determined by the following formula:
 
Valuation of $3,000 or less      $50.00
Each additional $1,000 up to $100,000
or part thereof            5.00
Each additional $1,000 over $100,000
or part thereof            2.00
   (b)   Fee for Preliminary Plan Review. An hourly charge of sixty dollars ($60.00) per hour shall be assessed for preliminary examination of plans and specifications prior to formal submission of application for certificate of plan approval and permit.

   (c)   Permit for Removal. No permit to raze or remove a building or structure shall be granted until:
      (1)   A bond covering such operation to indemnify and save harmless the City from any and all claims, demands and damages arising out of such razing or removal in an amount fixed by the Commissioner of Building and Zoning Inspection has been filed with the Clerk; and
      (2)   If deemed necessary by the Commissioner because of the nature and extent of the work, notice of the application for a permit has been given to the owners of lots adjoining the lot from which the building or structure is to be razed or removed and to the owners of wires or other impediments the temporary removal of which will be necessary.

   (d)   Reinspection of Work. Where reinspection of work is required for any permit issued by the City as a result of the contractor not having the work ready for inspection when requested or there is a second inspection required for failure to comply with a correction notice previously issued, an additional inspection fee of twenty-five dollars ($25.00) will be required to be paid prior to scheduling of next inspection.

1361.02 HEATING, VENTILATING, AIR CONDITIONING AND REFRIGERATION FEES.
 
(a)   Heating Systems.
   Commercial RTU, split systems and combinations      $80.00
   Residential new furnace (any type of fuel)         40.00

   Each gas or liquid-fired infra-red radiant heaters

(c)   Boilers, Unit Heaters, Etc., Fees: The fees for the inspection of installation and replacement of steam and hot water boilers, power boilers, pressure reducing stations, radiators, gas steam radiators and solar collectors, not regulated under OAC 4101:4-1 through 4101:4-17 shall be as follows:
   Steam and hot water boilers - new system/replacements
      with new or replacement rated 125,000 BTUs
      or less, each                  40.00
      Additional 50,000 BTU or fraction thereof, each   6.00
   Power boilers,
