Sec. VIII-3. NOMINATING PROCEDURE.
The name of any qualified elector of the Municipality shall be placed upon the primary election ballot for nomination as a candidate for any elective office of the Municipality when there shall have been filed with the election authorities a petition signed by not less than 50 nor more than 100 electors of the City. The form of said petitions shall be substantially as follows:

Signatures to nominating petitions for any elective office of the Municipality need not be appended to one paper, but to each separate petition paper there shall be attached an affidavit of the circulator thereof, stating that each signature thereto was made in his/her presence, and is the genuine signature of the person whose name it purports to be. Each signer of a petition shall sign his/her name in ink or indelible pencil and, after his or her name shall designate his or her address by street and number, or other description sufficient to identify the place of residence.
All separate papers comprising a nominating petition shall be assembled and filed with the election authorities as one instrument at least ninety (90) days prior to the date of holding the primary election, should it be held, with respect to which such petition is filed. Within ten (10) days after the filing of such nominating petition the election authorities shall notify the person named therein as a candidate whether the petition is found to satisfy all the prescribed conditions. Any eligible person placed in nomination as hereinabove provided shall have his/her name printed on the ballots for the primary election if, within five (5) days after such notification, he/she shall have filed with the election authorities a written acceptance of nomination.
If a person nominated by petition as a candidate in a primary election or as a candidate at the next general election dies or withdraws as a Candidate prior to such primary election or general election, the vacancy so created may be filled by the committee of five (5) designated in his/her nominating petition to represent the Candidate named therein. To fill such vacancy, the members of such committee, or a majority of them, shall not later than 4: 00 p.m. of the tenth day of such primary or general election, file with the election officials with whom the petition nominating such person was filed, a certificate signed and sworn to under oath by each of them, designating the person they select to fill such vacancy. Such certification must be accompanied by the written acceptance of such nomination by the person whose name is so certified.
