1337.04 PROHIBITIONS.
   (a)    Movement or Flashing. No sign shall incorporate movement or the illusion of movement. Flashing signs shall not be permitted.

   (b)    Signs in Public Right of Way. No sign, except exempted signs, shall be placed on or above the public right of way. Any signs in the public right of way, except those which are exempted, may be immediately removed by the City.
   (c)    Signs Upon Utility Poles. No sign or poster of any type shall be placed upon any utility poles either within or outside of the right of way.

   (d)    Changeable Copy. The area on all signs reserved for changeable copy shall not exceed 60% of the total display surface.

   (e)    Off-Site Outdoor Signs or Devices. Off-site outdoor signs or devices shall be prohibited.
   (f)    Temporary Signs. Temporary signs are prohibited except for business flags, development signs, construction signs, political signs, garage or yard sale signs, real estate signs, or permitted special event signs. These signs shall be subject to the restrictions set forth in this chapter.
   (g)    Abandoned Signs. Abandoned signs shall not be permitted.
   (h)    Roof Signs. Roof signs shall not be permitted.
   (i)   Traffic Visibility. No signs shall be erected in any manner to interfere with vehicular or pedestrian safety. The City Administrator shall make the determination as to whether a sign presents a safety hazard.

   (j)   Billboards as defined in Section 1337.02 (d) are prohibited.
   (k)   Electronic Message Centers.  
      (1)   Shall be programmed to prohibit flashing or (movement) and shall prohibit any scrolling.
      (2)   Change or transition period on such signs shall be no shorter than ten (10) seconds.
      (3)   Size limited to 60% of the allowable display surface.
   (l)   All signs not specifically allowed by this chapter.

   (m)    Discontinued Sign Face. Owner must remove sign face and replace with a blank or current information within 45 days of business ending. (See Section 1337.03 (l))
