1337.02 DEFINITIONS.
    (a)    "Abandoned signs." (See Section 1337.08)
   (b)    "Alteration" means any modification or change to any dimension, location, structural support, or identification, including the change of permanent copy for any reason. For purposes of this code, the cleaning, painting, repair or replacement of defective parts of a sign in a manner that does not otherwise alter the permanent copy, design, or structure of the sign shall not be considered an alteration.
   (c)    "Area of sign" means the surface of a sign to be included when computing maximum allowable square footage. The area includes all display surfaces and may include supporting structures. In the case of multi-faced structures, all display surfaces shall be included in the computation of sign area.

   (d)    "Billboard" means an off-site outdoor sign or device on which space is leased or rented by the owner thereof to others for the purpose of conveying a message whether commercial or non-commercial.
   (e)    ""Changeable copy signs" means a sign with informational content that can be changed or altered by manual or other means to display a message.

   (f)    "Conforming sign" means a sign which complies with the requirements of this Zoning Ordinance.
   (g)    "Construction sign" means a sign identifying an architect, contractor, subcontractor, builder, tradesman, and/or material supplier participating in construction on the property on which the sign is located.
   (h)    "Development sign" means a sign providing information to the public regarding an industrial commercial or residential multi-lot development, plaza, or subdivision in the process of development.
   (i)    "Directory sign" means a sign advertising more than one business or listing more than one associate, partner, employee or agent of any business.

   (j)   "Discontinued sign face" means any sign face which no longer identifies or advertises a bona fide business, lessor, owner, product or activity upon the same lot or property where such sign is displayed.

   (k)   "Display surface" means the area intended for display of advertising or the communication of information.
   (l)    "Double faced" means a sign having two display surfaces essentially back-to-back.
   (m)    "Exempted signs" include public notices by governmental bodies, traffic control signs and other official signs and official notices.
   (n)    "Free-standing sign" means a sign that is principally supported permanently upon the ground and not attached to any building.
   (o)    "Garage," "estate" or "yard sale" sign means any sign advertising the sale of personal property from the owner's premises in a residentially zone district not exceeding four (4) square feet in total area.
   (p)    "Government sign" means any temporary or permanent sign erected and maintained by the city, county, state, or federal government for traffic direction or for designation of or direction to any school, hospital, historical site, or public service, property or facility.
   (q)    (1)   "Incidental sign" means a sign having an above-grade height of not more than twenty-four inches or a total area of not more than four (4) square feet containing no advertising and typically erected to identify entrances, exits, restrooms, hours of operation, operational instructions, public utility locations, etc.

      (2)   "Electronic Message Center" means a variable message sign that utilizes a computer or other electronic controlled means to change and control the message displayed. May use incandescent lamp liquid crystal display (LCD), light emitting diode (LED) or other illumination technologies.
         A.   Monochromatic display means displays only one color at a time.
         B.   Full color display includes red, green, blue (RGB) technology and means the ability to produce a wide range of colors at a time.

   (r)    "Multi-faced" means a sign having three or more display surfaces or a sign with two display surfaces in any configuration other than back to back, and shall include spheres and cubes.
   (s)    “Nonconforming sign" means a sign meeting any one of the following criteria: 1) a sign which was erected legally, but which does not comply with subsequently enacted sign restrictions and regulations; 2) a sign which does not conform to the sign code requirements, but for which a special permit has been issued; 3) a sign legally erected by permit prior to the adoption of this zoning code.    (t)    "Off-site outdoor sign or device" means a sign or device which directs attention to a message, business, commodity, service, entertainment or attraction, offered, or existing elsewhere than upon the same lot where such sign is displayed and owned by the person, firm, business, corporation or organization whose message, business, commodity, service, entertainment or attraction is promoted or communicated by the sign or device.

   (u)    "On-site outdoor sign or device" means a sign or device which directs attention to a message, business, commodity, service, entertainment or attraction sold, offered, or existing upon the same lot where such sign is displayed.
   (v)    "Political sign" means a sign intended to advance a political statement, cause or candidate for office used in connection with a local, state or national election or referendum.
   (w)    "Product sign" means a sign typically located in a window, advertising a product offered by the business, examples being foods offered by grocery or convenience stores.
   (x)    "Projection sign" means a sign, other than a wall-mounted sign, suspended from or supported by a building or structure or sign structure and projecting out from a building.
   (y)   "Real estate sign" means any sign advertising the sale, lease, rental or development of real property.
   (z)    "Roof sign" means any sign planted, erected upon, against or directly above the parapet of a building, including a sign affixed to any structure erected upon a roof.
   (aa)   "Sign" means any device, structure, material or combination of these intended to advertise or draw attention to real estate, a building or structure, product, service, entertainment or message either on or off the premises.
   (bb)   "Single-faced" means a sign having one display surface.
   (cc)    "Sign permit" means the document issued authorizing construction of a specific sign at a specific location.
   (dd)    "Social activities" means any building and land used for private semiprivate club activities, including lodges, fraternities and similar activities.
   (ee)    "Special or seasonal events" means occurrences which are not traditional to the normal conduct of commerce or occupation of the premises, or which are activities such as grand openings, going out of business sales, or annual festivals.
   (ff)    "Story" means that portion of a building other than a cellar included between the surface of any floor and the surface of the floor next above it or if there is no floor above it, then the space between the floor and the roof next above it.
   (gg)    "Street line, right-of-way line" means a dividing line between a lot, tract or parcel of land and contiguous street.
   (hh)    "Temporary sign" means a sign not constructed or intended for long-term use, such as a banner, pennant, poster or advertising display constructed of cloth, canvas, plastic sheet, cardboard, wallboard, sheet metal, or other like materials. These signs are intended to display either commercial or noncommercial messages of a transitory or temporary nature. "Under-canopy sign" means a sign suspended beneath a canopy, ceiling, roof or marquee.
   (ii)    "Wall-mounted or flat wall sign" means any sign attached to or erected against inside or outside wall of a building or wall-type structure, or which is an integral part of such building or structure with the exposed display surface of the sign in a plane parallel to the plane of the building or structure. This definition includes painted signs, individual letter signs, cabinet signs and signs on a mansard.
   (jj)    "Window Sign" means a sign affixed in any manner to a glass window or door intended to be seen from the exterior of the building.
