1337.03 GENERAL SIGN PROVISIONS.
   (a)    Compliance. No sign shall be erected in any zoning district except hereinafter provided.
   (b)    Projection. No part of any projection sign shall extend more than twenty-four (24) inches from the building upon which it is located. No part of any wall-mounted sign shall extend more than twelve (12) inches from the building on which it is located.

   (c)    Illumination. Internally illuminated signs shall limit the light intensity to .3 foot candles over the ambient light measured at the property line. External illumination for free-standing signs shall be ground mounted and installed so that the light source is not visible and reflects away from adjoining premises. External illumination for wall signs shall be done with fixtures mounted below the sign and not be visible. No external light source shall be located or arranged so as to cause confusion or a hazard to traffic or conflict with traffic control signals.
   (d)   Lettering. (EDITOR'S NOTE: Former subsection (d) was deleted by Ordinance 057-2013.)
   (e)    Free-Standing Signs. Free-standing signs in commercial and industrial districts shall numerically display the street number of the business advertised and shall not be tabulated in the sign area.

   (f)    Political Signs. Political signs pertaining to the election of one or more persons to public office or to one or more public issues shall not be greater than fifteen (15) square feet in sign area. This restriction shall not apply when a political sign is displayed upon a legal non-conforming sign. All political signs shall be non-illuminated.
   (g)    For Sale/for Rent/for Lease Signs. Signs not exceeding fifteen (15) square feet in area advertising the sale, rental or lease of the premises on which the sign is located shall be permitted except that a maximum size of sign of six (6) square feet per display surface shall be permitted in any residential district. Signs advertising the sale, rental or lease of property may be located only on the property for sale, rental or lease, and not more than one sign shall be permitted on any property for sale, rental or lease. Signs advertising the sale of real estate shall not remain longer than ten days following the closing on such property.
   (h)    Incidental Signs. Incidental signs shall be excluded in the computation of allowable sign area and the total area of all such signs shall not exceed twenty (20) square feet in total area or four square feet per individual sign.
   (i)   Window Signs. Window signs shall be displayed only on the inside of windows.
   (j)   Business Flags. Business flags, not exceeding one per parcel and displaying the name, corporate or business emblem or seal, may be displayed if flown on a vertical staff or pole and in conjunction with the national flag. Such business flags shall be flown on the same staff or pole and below the national flag or on a separate staff or pole at a lower level than the national flag if such separate staff or pole is not in front of the national flag. The business flag shall not be larger than the national flag and in no instance exceed three feet in width or five feet in length.
   (k)    Special or Seasonal Event Signs. No part of any special or seasonal event sign shall exceed a height of eight (8) feet.

   (l)    Maintenance. All signs shall be properly maintained. Exposed surfaces shall be clean and painted if paint is required. Defective parts shall be replaced. Open sign face cabinets must be covered with sign face material. The Commissioner of Building and Zoning shall have the right to order the repair or removal of any sign that is defective, damaged, or substantially deteriorated.
