There is hereby established a schedule for sanitary sewage accounts in sanitary sewer districts which do not have a metered water supply, as follows:
(a) Domestic service accounts computed on the basis of 2,400 cubic feet of water usage per quarter per single-family dwelling.
(b) Commercial service accounts (water not to be used in the manufacturing or supplying of material) computed on the basis of 500 cubic feet of water usage per quarter per employee, with a minimum bill computed on the basis of 3,000 cubic feet of water usage per quarter.
The water usage volumes pursuant to this subsection (a) hereof shall be reviewed annually and shall be revised periodically, as required, to reflect actual average water use volumes for domestic users which do have a metered water supply. User charges levied pursuant to this section shall be billed pursuant to Section 929.11. The rates shall be as pursuant to Section 929.10.
