929.11 BILLING AND COLLECTION.
   The billing and collection of sanitary sewer charges is hereby delegated to the Director to be assessed, levied and collected in conjunction with the administration of the charges to and governed by the valid and applicable rules and regulations from time to time established by the City with respect to the collection of water charges.
   The sanitary sewer charges shall be a lien upon all real property within the City and for certification of delinquent payments to the County Auditor for special assessment upon the tax duplicate, in accordance with the Ohio Revised Code.
   Any Sanitary Sewer Charges which are certified delinquent to the County Auditor shall be subject to a ten percent (10%) surcharge. Sanitary sewer charges shall be considered delinquent if not paid within thirty days after due and payable.
   The Director may order suspension of water service during any period of delinquency in the payment of sanitary sewer charges.
   The City shall have the right to enter into contract with industrial users; however, the contract shall not be in conflict with any of the provisions of this chapter.
   A collection fee for sewer billing and collection services shall be levied on all outside City billings at the rate of one dollar ($1.00) per printed bill.
