929.10 RATES. (Effective 1-1-18)
   EFFECTIVE 1-1-19
   Pursuant to the provisions of this chapter, the following sanitary sewer charge rates shall be placed in effect:
   (a)   Nonindustrial User Class.
      (1)   Unit rate per 1,000 cubic feet - $28.40
      (2)   Extra strength surcharges
   
            BOD         $0.25/lb. BOD
         Suspended solids   $0.16/lb suspended solids
         Phosphorous      $1.45/lb. phosphorous
   
         (3)   Debt service charge per 1,000 cubic feet - $0.00
         (4)   Capital improvements (CI) charges per 1,000 cubic feet - $8.08 (See Section 929.09)

      (7)    A.    Winter average daily usage billing. The user charge portion of the sewer bill for a single residential unit user billed four times per calendar year shall be computed and determined for such user for each billing in the manner hereinafter set forth, provided:
            1.    Single residential unit user shall be defined, for purposes of this section as a parcel of real estate with a single water meter and containing only one dwelling unit;
            2.    The single residential unit user utilizes a water meter to measure the water consumption; and
            3.    There is available for such user a regularly scheduled metered water consumption reading which is suitable and representative for determining the volume of water consumed by such user for the first billing cycle after January 15 of each calendar year.
         B.    The aforesaid computation and determination of the user charge shall be computed as follows:
            l.    The volume used for billing shall be one hundred percent (100%) of the volume that is recorded on the meter during the winter billing period established in subsection (a)(7)A.3. hereof. The one hundred percent (100%) volume figure as established for each such user shall be divided by the number of days usage established by the meter reading for such billing period. The resulting quotient (winter average daily usage) shall be used to determine the volume to be billed in cubic feet for each billing period regularly scheduled within a calendar year for each such user. The volume shall be determined and billed for each billing period by multiplying the number of days in such billing period by the winter average daily usage of each such user.
            2.    In the event that such user consumes less water during a subsequent quarter than the winter averaging quarter, the lesser volume shall be used to determine the sewer use charge. Regardless of metered usage, the minimum quarterly user charge shall be no less than the charge based upon the 2,000 cubic feet of metered water allowed.
            3.    The sewer service charges levied and assessed in the manner and the conditions, terms and provisions described above shall be for all qualified users tributary to the City sanitary system.
   (b)   Industrial User Class.
