929.08 DEBT SERVICE CHARGES.
   A debt service charge shall be levied on all users of the wastewater treatment works to provide funds necessary to meet the portion of the principal and interest payments on the City's share of the wastewater treatment plant construction cost; however, debt service charges shall not be levied on inside City users so long as City income tax revenues are sufficient to meet debt service payments to the Ohio Water Development Authority for financing the plant funded under Federal EPA Project No. C390648-01. The method to be used to establish the debt service charges for wastes discharged to the wastewater treatment works shall be defined in this section.
   The volume of wastewater from each user shall be subject to a debt service charge per 1,000 cubic feet, as follows:
   (a)    Charges for each billing period during a calendar year shall be based on the following values for that calendar year:
      (1)    The total debt service payments per billing period attributable to the wastewater treatment plant; and
      (2)    The estimated total water consumption of users tributary to the treatment works subject to sanitary sewer charges.
   (b)    The debt service charge per 1,000 cubic feet shall equal: the total debt service payments pursuant to subsection (a)(1) hereof divided by the estimated total water consumption pursuant to subsection (a)(2).
   Debt service charges pursuant to this section shall be billed pursuant to Section 929.11. The rates shall be as pursuant to Section 929.10. The rates shall be reviewed biennially to reflect changing annual water consumption of users tributary to the treatment works. The debt service charge shall expire at the date when the last scheduled installment payment is made on the loan from the Ohio Water Development Authority for the wastewater treatment works, Federal EPA Project No. C 390648-01.
