SECTION 13.08. PROCEDURES FOR LARGE ANNEXATIONS.
   In the event that two (2) or more square miles of territory or a territory in which one thousand (1,000) or more electors reside is annexed to the Municipality in a single proceeding as may be provided for elsewhere in this Charter and that no regular Municipal election occurs within one hundred twenty (120) days from the effective date of such annexation, one (1) or more Councilmen shall be elected at-large from the newly annexed territory and, if the number of electors in the newly annexed territory exceeds the number of electors in the Municipality prior to the annexation, a Mayor shall also be elected at a special election on a day designated by the incumbent Council occurring not less than forty (40) nor more than sixty (60) days after the effective date of such annexation. The new Council shall consist of all of the members of the incumbent Council and an additional number of members from the newly annexed territory determined as follows: the number of electors at the time of the preceding regular Municipal election shall be divided by the number of incumbent Councilmen provided for in Section 5.01 of this Charter; there shall be one additional member from the newly annexed territory for each number of electors equal to the resulting quotient or fraction thereof. Petitions nominating nonpartisan candidates for the offices of Mayor and Council shall be filed with the Board of Elections at least thirty (30) days before the day of the special election, and such petitions shall be handled in other respects according to Section 6.01 of this Charter. The terms of the Mayor and the members of Council so elected shall commence twenty (20) days following the date of their election, at which time the term of the incumbent Mayor shall, if necessary, expire, and shall end with the commencement of the terms of their respective successors elected at the next regular Municipal election, as provided for elsewhere in this Charter. If a regular Municipal election occurs within one hundred twenty (120) days of the effective date of such annexation, the incumbent Council shall establish ward boundaries according to Section 5.03(j) of this Charter in anticipation of such election in the combined territory.
   Consideration shall be given to employing as many full-time employees of the township whose territory has been annexed to this Municipality as possible on a full-time basis. Similar consideration shall be given part-time employees of the township.
   In the event all of the unincorporated portion of the Township of Olmsted is annexed to this Municipality in a single proceeding as may be provided for elsewhere in this Charter, all full-time employees of said Township shall become full-time employees o£ this Municipality, and, if applicable, shall become members of the classified service of the Civil Service System. The Civil Service Commission of this Municipality shall provide rules for such membership.
   In the event all of the unincorporated portion of the Township of Olmsted is annexed to this Municipality in a single proceeding as may be provided for elsewhere in this Charter, the Planning Commission and Board of Zoning Appeals shall be changed as follows: The terms of two (2) members of the Planning Commission who volunteer to resign, otherwise the two (2) members of the Commission who are junior in point of service, shall expire on the same day as the new Councilmen assume office, and the Mayor shall fill the vacancies thus created within ten (10) days of assuming their offices according to Section 4.03 of this Charter for the remainder of the respective terms of these members with electors from the newly annexed territory. Likewise, the terms of two (2) members of the Board of Zoning Appeals who volunteer to resign, otherwise the two (2) members of the Board who are junior in point of service, shall expire on the same day as the new Councilmen assume office, and the Mayor shall fill the vacancies thus created within ten (10) days of assuming their offices according to Section 4.03 of this Charter for the remainder of the respective terms of these members with electors from the newly annexed territory. Consideration shall be given to the appointment of members of the Zoning Commission of the Township of Olmsted and the Board of Zoning Appeals of said Township to the Planning Commission and the Board of Zoning Appeals of this Municipality, respectively.
   During the period between the effective date of such annexation and the commencement of the terms of the Mayor, if necessary, and the members of Council elected following the annexation, the incumbent Council shall pass no ordinance zoning or rezoning any parcel of land, amending the Zoning Code or levying any tax.
   Following the effective date of such annexation, Municipal services shall be provided to the combined territory of the Municipality in as uniform a manner as practicable.
