Council shall select a person whose qualifications shall be the same as those of an elected officer as outlined in Section 6.04 of this Charter, to assume the seat of the seventh (7th) Councilman created by this Charter. He shall be considered duly elected upon the affirmative vote of at least two-thirds (2/3) of the members elected to Council. This section shall apply only to the initial selection of the seventh (7th) Councilman whose term shall end on January 1, 1974.
