SECTION 12.03. SUBMISSION TO ELECTORS.
   Council shall in all cases prepare an ordinance submitting any proposed amendment (as outlined in Section 12.01 of this Charter) to a vote of the electors of this Municipality at the next regular general election.
   If fifty (50) percent or more of the total number of electors casting a Presidential vote in the last Presidential election vote on the measure, it will require a simple majority for passage. If fewer than fifty (50) percent vote, it will require at least two-thirds (2/3) affirmative vote.
   If a proposed amendment is approved, it shall become a part of this Charter and shall become operative and effective on the first day of January following its approval unless otherwise provided for at the time of its submission to the electors. If two (2) or more conflicting proposed amendments on the same subject are passed at the same election, the one receiving the largest affirmative vote shall become a part of this Charter. Each proposed amendment shall be a separate and distinct ballot issue.
