An amendment to this Charter may be proposed:
(1) By an affirmative vote of at least two-thirds (2/3) of the members elected to Council; or
(2) By a petition signed by electors of the Municipality equal in number to at least twenty (20) percent of the total number of electors casting a Presidential vote in the last Presidential election and certified sufficient by the Clerk of Council according to the procedure outlined in Section 7.01 of this Charter; or
(3) By an elected Charter Review Commission.
