A Charter Review Commission shall consist of nine (9) members to be elected on the first (1st) Tuesday following the first (1st) Monday in November, beginning in the year 2009 and every eight (8) years thereafter. The duly elected Commission members shall fill any vacancy that may occur on said Commission. The Charter Review Commission shall, within nine (9) months, present to the Clerk of Council its recommendations, if any, of alterations, revisions, or amendments to this Charter. Council shall submit to the electors, without change, any such proposed alterations, revisions, or amendments.
A. In the event positions on the Commission are unfilled due to an inadequate number of residents seeking election, the Mayor shall nominate members to serve on the Commission within (30) thirty days of the November election. Council shall approve all nominations and appoint residents to the Commission not later than 15 days after the nomination date.
B. Members of the Commission shall serve without compensation. Each Charter Review Commission shall cease to function on the day of the next succeeding general election following its election. Meetings of the Charter Review Commission shall be open to the public.
