4-9-4: NOTICE OF PENDING ORDINANCE:
A notice of pending ordinance shall comply with the following minimum requirements:
   A.   If the proposed ordinance involves the rezoning of property, the notice must provide a general description of the property proposed to be rezoned, the existing zoning designation, and the new proposed zoning classification; or
   B.   If the proposed ordinance or regulation does not involve the rezoning of property, the notice shall either include a copy of the proposed ordinance or regulation or provide a summary of its provisions and indicate how the reader may review or obtain a copy of the proposed ordinance or regulation; and
   C.   The notice shall contain the date that the notice was originally posted, the date and time of any public hearings scheduled for the consideration of the pending ordinance as of the date of the notice, and the identification of a person or office that may be contacted in order to obtain more information about the pending ordinance and the process for its review and adoption.
