4-8-1: PURPOSE:
Private property owners should be treated fairly and should not be unconstitutionally deprived of real property interests without just compensation. This chapter shall be construed to provide for the objective and fair review of claims by persons asserting constitutional taking issues. Nothing contained in this chapter shall be construed to limit the ability of the city to lawfully fulfill its duties and functions.

4-8-2: APPLICABILITY:
This chapter is not intended to apply when the city formally exercises its power of eminent domain.
