It is unlawful for any person to erect or maintain or to engage in the business of erecting or maintaining any "sign", as defined in this title, within the corporate limits of the city, except those which are specifically exempt from the provisions of this title, or from the requirement to obtain a sign permit under section 18-1-6 of this title, until such person has obtained a license from the state authorizing such person or entity to do sign contracting of signs for which state licenses are required.
