A. Assignment: All public streets of the City shall be designated by a suitable name or number. The plat and dedication of every subdivision of land in the City shall, subject to the approval of the City Engineer, assign an appropriate name or number for each public street dedicated thereby. Such assignment of name is subject to the approval of the plat and dedication.
B. Authority Of City Engineer: The City Engineer is authorized and directed to assign to all new or established, but unnamed, public streets of the City suitable names or numbers. An assignment of name may be made:
1. In conjunction with the recording of a subdivision plat or other dedication plat by depicting such information on the plat; or
2. By administrative order signed by the City Engineer, filed with the City Recorder.

A. Recommendation By City Engineer: The City Engineer may from time to time recommend to the City Council that changes be made to the designated name or number of any street to eliminate duplications, to avoid confusion which would have a negative impact upon the providing of emergency services, or for any other good cause.
B. Petition By Lot Owner: A person owning a lot in the City may petition that the name of a street or alley adjacent to such lot be changed. The request shall include a statement regarding the public purpose to be accomplished by means of the change.
C. Public Hearing; Notice; Approval: The City Council may approve a change to a street name by ordinance after public hearing and notice as provided herein.
1. Prior to approval of a street name change, the proposed change shall be reviewed by:
a. The Planning Commission to determine compliance with the city's general plan and any applicable community plan;
b. The City Engineer;
c. The Streets Division;
d. The Police Department; and
e. The Fire Department.
2. Class A notice, as described in Utah Code Section 63G-30-102, shall be provided at least seven (7) days before the date of the public hearing.
3. In addition to the notice in Subsection 7-1-2.C.2, a reasonable effort shall be made to identify and notify the following persons and entities of the Planning Commission meeting and the public hearing held by the City Council, which notice shall be mailed at least seven (7) days prior to the date of the meeting or hearing:
a. The owners of record of the property adjacent to the street segment under consideration;
b. The occupants of the property adjacent to the street segment under consideration;
c. The U.S. Postal Service; and
d. The owners and operators of utilities located within the affected street.
D. Recording Of Ordinance: Upon enactment of an ordinance approving a street name change, the City Recorder shall:
1. Record the ordinance in the office of the Weber County Recorder; and
2. Provide a copy of such ordinance to the City Engineer who shall notify the U.S. Postal Service, area emergency service providers, and any other persons or entities required to be notified in the applicable ordinance.

A. It shall be unlawful for any person to erect a house or building within the City without numbering such house or building with the number designated by the City Engineer, or for the occupant of any house or building, or for the owner or agent of any unoccupied habitable house or building, to fail for a longer period than ten (10) days after notice from the City Engineer so to do, to number such house or building with the number designated by the City Engineer.
B. When such number has been designated by the City Engineer, the owner or occupant of such house or building shall cause a painted, carved or cast duplicate of such number at least three inches (3") in height and of a shade opposite to the background upon which the number is mounted to be placed in a conspicuous position upon the front of such house, or building, in a permanent, stationary and durable manner unobstructed at all times by vines, screens, or anything that would tend to hide or obscure the number, and so that the number will be clearly perceptible from a distance of one hundred fifty feet (150'); upon application, the City Engineer shall issue a certificate giving the correct street number for said house or building.

A. The City Council may designate a commemorative name for a public street in addition to the assigned street name.
B. A proposal to adopt a commemorative street name:
1. May be made by:
a. The Mayor;
b. A City Council member or the City Council as a whole;
c. An owner of property within the city; or
d. A resident of the city; and
2. May not be made to recognize a deceased person until at least one (1) year after the person's date of death.
C. A commemorative street name proposed by an owner of property within the city or a resident of the city shall:
1. Be made by petition, including payment of the fee established in section 4-6-1 of this code; and
2. Include with the petition a statement regarding the public purpose to be accomplished by means of the change and how the proposed commemorative name meets the criteria set forth in Subsection 7-1-4.D.
D. A commemorative street name may not be approved unless the name meets one or more of the following criteria:
1. Historical significance, as described in Subsection 7-1-4.E and Subsection 7-1-4.H;
2. Cultural significance, as described in Subsection 7-1-4.F and Subsection 7-1-4.H; or
3. Neighborhood significance, as described in Subsection 7-1-4.G.
E. A commemorative name based on historical significance recognizes an element of historical significance and must be:
1. At or near the location of, or be associated in a significant way with, a historic event, structure, or cultural or ethnic community which made a significant contribution to the community, city, state, or nation; or
2. Associated in a significant way with the life of a person important in the history of the community, city, state, or nation;
F. A commemorative name based on cultural significance honors the cultural contribution of an individual, group of individuals, communities, or historic or recent events and traditions and must:
1. Be associated in a significant way with an important aspect of cultural, political or economic heritage of the community, city, state, or nation; and
2. Reflect contributions that were or are beneficial to the Ogden community.
G. A commemorative name based on neighborhood significance:
1. Must reflect a significant connection to the neighborhood such as:
a. An educational institution;
b. A historic or traditional name for an area or neighborhood;
c. A community plan area name; or
d. A name proposed for the purpose of placemaking; and
2. Is not intended to honor an individual unless the name of the individual is already incorporated in a name that meets the criteria described in Subsection 7-1-4.G.1.
H. When a proposed commemorative street name based on historical significance or cultural significance includes the name of an individual or group of individuals:
1. The City Council may consider the person or group's:
a. Extraordinary civic contributions to the community;
b. Loss of life in the line of duty while serving as a city employee;
c. Loss of life, or performance of a heroic act, while serving in any branch of the United States armed forces;
d. Widespread recognition as a national or historic figure; or
e. Significant contributions to the community in the arts, music, literature, science, cultural advancement, or humanities.
2. The proposed name may not be used to:
a. Recognize a single individual for a contribution similar or identical to a contribution made by others within a particular group associated with that individual; or
b. Recognize an individual who is currently an incumbent elected or appointed official in local, state, or federal government; and
3. The person proposing the name change should obtain, or make a reasonable attempt to obtain, consent from:
a. The individual; or
b. A member of the individual's family if the individual is deceased or cannot be contacted.
I. A proposal to adopt a commemorative street name shall be reviewed by:
1. The individuals or groups described in Subsection 7-1-2.C.1; and
2. If requested by a majority of the City Council, the diversity commission, to receive input on the positive and potentially negative impacts of the proposal based on the standards set forth in this section, and which may include input about historic and cultural influences that could affect how the proposed name is perceived by minority and historically marginalized individuals or communities.
J. A commemorative street name may not be adopted if it:
1. Would be a duplication of, or cause confusion, with an existing street name or place name;
2. Have a negative impact upon the provision of emergency services;
3. Includes or is associated with the name of:
a. Any individual, group of individuals, or organization commonly associated with tobacco, alcohol, obscenity, or any sexually oriented business or activity;
b. Any organization, unless the name relates to the historical or cultural contribution of such an organization; or
c. Any leader, unless such leader is being honored or recognized solely for the leader's civic contributions.
4. May have an inappropriate acronym, short form, or modification.
K. Prior to approval of a commemorative street name, the City Council shall hold a public hearing providing notice:
2. To representatives from communities or organizations identified by the planning commission and the diversity commission, if applicable, who may be affected by the proposed street name.
L. A commemorative street name shall be adopted by resolution. If the resolution fails to include a sunset provision, the commemorative street name shall continue until modified or removed by the City Council or by the mayor pursuant to Subsection 7-1-4.M.4.
M. If adopted, a commemorative street name:
1. Is limited to the name of a city owned right of way and will not apply to other types of public property, including public plazas, public facilities, open spaces, parks, or trails;
2. May be revised or added to in accordance with the provisions of this section;
3. May include a sunset provision providing for the removal of the name at the end of a specified period of time or upon a particular date;
4. May have associated signage immediately removed at the sole discretion of the mayor, with a letter of explanation provided to the City Council for the removal, based on information received after the name is adopted or other change in circumstances that may create a negative image for the city;
5. Shall be recorded in the office of the Weber County Recorder; and
6. Shall be provided to the City Engineer who shall notify the U.S. Postal Service and area emergency service providers.
N. The cost of installing necessary signage for an adopted commemorative street name shall be:
1. Included in a budget opening or from existing department funds identified by the mayor if the proposal is made under Subsection 7-1-4.B.1.a;
2. Paid for from the funds jointly identified by the City Council and mayor or from a budget amendment if the proposal is made under Subsection 7-1-4.B.1.b; or
3. Paid by the person proposing the name change under Subsection 7-1-4.B.1.c or Subsection 7-1-4.B.1.d by payment of the fee established in Section 4-6-1 of this code.
