(A) Whoever violates any provision of this chapter for which another penalty is not specifically provided shall be penalized as provided in § 10.99 of this code.
(B) Any person tampering with a water meter, as prohibited in § 52.006 of this chapter, including turning the meter on when the city has turned it off, shall be fined not less than $50 for the first offense and not less than $100 for each subsequent offense.
(C) If anyone breaks a lock on a water meter when the city has locked the water meter, that person shall be fined not less than $100 for the first offense and not less than $100 for each subsequent offense.
(D) Any person damaging any part of the city waterworks, supply system or meter(s) whether through negligence or intentional acts shall pay the city for the actual cost of repairing and/or replacing the damaged waterworks supply system or meter(s). The payment of damages shall be in addition to the fine set forth in divisions (B) and (C) above.
