The purpose of these regulations is to establish guidelines governing the placement of sidewalk signs on the public sidewalks located in front of establishments in the Central Business District in a manner which permits communication while preserving the essential functions of the sidewalks and promoting safety and aesthetic quality in the commercial areas.
