(a) Following receipt and review of the employment information submitted by the bidders, and prior to award of a contract, the apparent successful bidder and his/her known major
subcontractors shall be required to attend a pre-award conference if called by the Equal Employment Opportunity Officer, at which time such bidder and major subcontractors shall submit affirmative action programs to promote equal opportunity in employment.
After receiving the recommendation of the Equal Employment Opportunity Officer, the City Manager shall process the award recommendation to Council.
