§ 51.08 BASIS FOR FRESH WATER SUPPLY SYSTEM CHARGE.
   (A)   The fresh water supply system (F.W.S.S.) charge shall consist of a combination of a user charge for operation, maintenance and replacement and a debt service charge, and shall be determined periodically by Council. The total of the user charge and debt service charge for the F.W.S.S. shall be the rate set forth in § 51.03.
   (B)   The debt service charge shall be computed by dividing the annual debt service of all outstanding loans, bonds and the like, by an estimated annual water pumpage, to determine a charge per 1,000 gallons of water.
   (C)   The basic user charge shall be based on water usage as recorded by water meters. It shall consist of operation, maintenance and replacement costs and shall be computed as follows:
      (1)   Estimate the projected annual revenue required to operate and maintain the F.W.S.S., including a replacement fund for the year; and
      (2)   Compute a user rate per 1,000 gallons of water by dividing the amount of revenue and replacement fund required by the number of thousands of gallons of billable flow estimated.
   (D)   The adequacy of the F.W.S.S. charge shall be reviewed annually by certified public accountants for the city in their annual audit report. The F.W.S.S. charge shall be revised periodically to reflect a change in the debt service charge or a change in operation, maintenance and replacement costs.
