§ 132.08 DEPOSITS ON PUBLIC WAYS AND PLACES AND ON PRIVATE PROPERTY.
   (A)   No person shall place, deposit or dump any solid or liquid waste, yard waste, ashes, branches, trees, stone, sand, dirt, building materials, debris or material of any kind in any city street, walk, path, alley, parkway or area under the control, ownership or custody of the city, or in any place or area for which the city has the responsibility of care and maintenance, except where the same is authorized by a permit obtained pursuant to §§ 151.215 through 151.223 of this code.
   (B)   No person shall place or deposit or cause to be placed or deposited in any street, sidewalk, drainage ditch, creek or culvert, or upon any sidewalk or public grounds in the city, any solid or liquid waste, yard waste, ashes, branches, trees or other rubbish.
   (C)   No person shall place or deposit or cause to be placed or deposited in any street, sidewalk, drainage ditch, creek or culvert, or upon any sidewalk or public grounds in the city, any manure, filth or substance emitting an unwholesome or offensive smell, or any garbage, trash, old iron, brickbats, ashes, papers, tin cans or other rubbish.
   (D)   No person shall place, deposit, dump or attempt to dispose of any solid or liquid waste, yard waste, ashes, branches, trees, sand, dirt, stone, building materials or debris in any public, municipally-owned or privately-owned area within the city other than in the receptacles or other lawful containers located on that person’s own property.
