Fees for inspections, the issuance of permits or required certificates or copies thereof, and administrative fees for zoning petitions under the provisions of this chapter, shall be in accordance with Chapter 154 of this code, and shall be collected by the city in advance of issuance of such permits or certificates, or at the time of application for zoning petitions.

INTERPRETATION
Where the standards imposed by any requirements of this chapter upon use of land or buildings, bulk of buildings, floor area, lot area, and yards are either more restrictive or less restrictive than comparable conditions imposed by any other standard within this code or of any other law, ordinance, resolution, rule or regulation of any kind, the standards and regulations which are more restrictive, or which impose higher standards or requirements, shall govern unless the city's home rule authority is specifically preempted by state law.

This chapter is not intended to abrogate any easement, covenant, or other private agreement, provided that where the standards of this chapter are more restrictive or impose higher standards or requirements than such easements, covenants, or other private agreements, the standards of this chapter shall govern.

No building, structure or use which was unlawful at the time of the adoption of this chapter, or any subsequent amendment thereto, shall be deemed lawful solely by reason of the adoption of this chapter or any amendment thereto, and the provisions of this chapter or any amendment thereto shall be enforceable to require that any such unlawful building, structure, or use shall be brought into conformance therewith.

Any person, firm or corporation who violates, disobeys, omits, neglects, refuses to comply with, or resists enforcement of any of the provisions of this chapter shall, upon conviction, be fined not less than $75 nor more than $750 for each offense. Each day that a violation is permitted to exist shall constitute a separate offense.
