No person shall operate a restaurant in the city without first obtaining a license. Application for such license shall be made in conformity with the general requirements of this code relating to applications for licenses. No such license shall be issued unless the applicant provides evidence that the DuPage County Health Department has inspected and approved the premises for compliance with its requirements. The Health Department permit shall be displayed in a conspicuous place on the premises.
