2-2-5: POWERS AND DUTIES:
   A.   Appointive Powers: The Board of Fire and Police Commissioners shall appoint all officers and members of the Fire and Police Departments of the Village except the chiefs of the respective Departments and the deputy chief of the Police Department.
   B.   Department Rules:
      1.   The Board of Fire and Police Commissioners shall make rules and may, from time to time, make changes in such rules:
         a.   To carry out the purposes of this Chapter and the statutes of the State; and
         b.   For appointments and removals of police officers and firefighters in accordance with the provisions thereof.
      2.   All such rules and changes therein shall be printed immediately for distribution. The Board shall give notice:
         a.   Of the places where the printed rules may be obtained; and
         b.   Of the date, not less than ten (10) days subsequent to the time of publication, when the rules or changes therein shall go into operation.
This notice shall be published in one or more newspapers with a general circulation within the Village, there being no newspaper published within the Village.
      3.   The rules adopted by the Board shall apply only to the conduct of examinations for original appointments or promotions and to the conduct of hearings on charges brought against a member of the Police or Fire Department. No such rules shall be made by the Board to govern the operation of the Police or Fire Department or the conduct of its members unless the Village President and Board of Trustees shall specifically authorize the Board of Fire and Police Commissioners to make such rules and approve the same.
