Whenever in this title the term "building official" is used, it shall mean the director of development services, or his designee, who are authorized and directed to administer and enforce the provisions of this title, making such determinations, interpretations and orders as are necessary therefor and requiring such plats, plans and other descriptive material as are necessary for him to judge compliance with this title.
