In all cases when any action is taken by the administrator, or his or her duly appointed designee, to enforce the provisions of this title, such action shall be taken either in the name of and on behalf of the village, or the people of the state of Illinois, and neither the director nor the administrator, or his or her designee, in so acting for the county or the village shall be rendered personally liable.
