9-1-7: AUTHORITY FOR COMMITTEE ACTION IN THE VILLAGE; COMPLAINTS:
   A.   The committee may, at its discretion, direct the department to investigate substantive complaints concerning the failure of the village to implement or enforce this title.
   B.   If, after investigation and hearing pursuant to the provisions of chapters 17 and 18 of this title, the committee determines that the village has failed in some significant way, or has repeatedly failed, to implement or enforce this title, then the committee may revoke any previously granted partial or complete waiver, and the provisions of this title shall have full force and effect and shall be enforced within the boundaries of the village by the county.
