8-5-2: FEES AND CHARGES:
   A.   Plan Review And Inspection Fees: Any work within public ways or public utility easements or any water service extension construction shall be subject to the following plan review and inspection fees prior to the issuance of any permit for such work:
      1.   Plan Review: Actual hours of review multiplied by sixty two dollars ($62.00) per hour. Minimum fee: Sixty two dollars ($62.00).
In addition to the above fees, all applicants shall reimburse the village for any outside consulting review charges within thirty (30) days of the date the village seeks reimbursement for such charges.
      2.   Inspection:

      3.   Serve As Reimbursement: Said fees shall serve as reimbursement to the village for services rendered.
      4.   Fees And Charges Waived And Not Required: The plan review and inspection fees established in this section shall be waived and not required as stipulated in section 1-14-2 of this code.
   B.   Meter Charge: There shall be a fee for a water meter based on the actual costs for time and materials incurred by the village.
   C.   Water Service Connection And Extension Fees:
      1.   For each water service connection made prior to July 15, 1999: This fee includes a connection fee and a fee for inspection of all lines.

         b.   The fee determined pursuant to subsection C1a of this section shall be recomputed by the Village upon the expiration of a period of thirty six (36) months after the first full month of usage as determined above as follows:

The fee so recomputed shall then be adjusted by the amount determined and paid pursuant to subsection C1a of this section and any additional amount resulting from said recomputation shall be paid when billed; and any reduction resulting therefrom shall be reimbursed by the Village.
         c.   In the event that there is a substantial change in the use of the premises subject to the fee hereinabove provided at any time during the thirty six (36) month term described above, the fee provided in subsection C1a of this section shall be recomputed in accord with subsection C1b of this section as though the month in which the change in use occurs was the last month of the thirty six (36) month term provided in subsection C1b of this section.
      2.   New Connection Fee: For new water service connection made on or after July 15, 1999: This fee is assessed based on the size of the water extension and includes the fee for inspection of all lines.

There shall be no water service connection or extension fee for water lines used exclusively for irrigating/sprinkling (landscape watering) on predominantly public property within the Village.
      3.   Charges For Upgrades To Preexisting Service: Where a new building is constructed, or an existing building or structure is altered, modified, or newly occupied on a lot or tract to which water service has been previously provided, and the new construction, alteration, modification, occupancy, or addition requires a larger water service extension than the existing or previous service, no permit shall be issued for the new construction, alteration, modification, occupancy, or addition before the service applicant or customer pays the incremental difference between the connection fee required for the previous water service extension size and the connection fee required for the newly enlarged water service extension as specified in this section.
   D.   Fire Protection Line Charge: Four thousand seven hundred forty three dollars ($4,743.00).
   E.   Repair Of Damaged Water Meters: Twenty five dollars ($25.00) plus cost of required parts.
   F.   Delinquency Fee/Water Service Termination Fee: Turning on water following the interruption of service shall be subject to a charge of one hundred and fifty dollars ($150.00) during normal working hours and two hundred and fifty dollars ($250.00) after normal working hours.
   G.   Water Consumption Charges:
      1.   A monthly service charge of ten dollars and no cents ($10.00) per customer account is hereby imposed, effective for any billing periods after January 1, 2023.
      2.   Effective January 1, 2024, water shall be charged at the rate of twelve dollars and eighty-nine cents ($12.89) per thousand gallons for residential customers of the Village of Oak Brook and at the rate of fourteen and forty-nine cents ($14.49) for commercial customers of the Village of Oak Brook.
      3.   Effective January 1, 2023, water drawn from the hydrant at 3003 Jorie Boulevard shall be charged at a rate of fourteen dollars and forty-nine cents ($14.49) per thousand gallons.
H.   Construction Water: Unmetered water during construction, for a one hundred twenty (120) day period, as provided in section 8-2B-2 of this title:

   Water used in excess of one hundred twenty (120) days shall require a second charge for the second one hundred twenty (120) day period and any subsequent periods thereafter.
   I.   Water Rate, Extension And Connection Fees: Water used from the Village system and all fees at premises not located within the Village shall be paid for as required hereunder at a rate or fee equal to the then applicable rate or fee relative to usage or fee within the Village except in those instances wherein a separate agreement has been approved by the Village or the same is otherwise provided for.
