No person in a motor vehicle or operating a motor vehicle shall frighten or cause to frighten any horse, and at a signal from a person in charge of the frightened horse, the driver of the motor vehicle shall bring his motor vehicle to a stop in a safe position and maintain said position until said horse has passed.
