   A.   Temporary Use: A block party involving temporarily closing a public street or other right of way shall be considered a temporary use and not a special event.       4.   Name, address, telephone number, and e-mail address of the permit applicant.

The village manager is authorized to: 1) approve a block party permit application; 2) approve a block party permit application with conditions, including the provision of special services; or 3) deny a block party permit application; and 4) otherwise interpret and administer this section. The village manager, using his sole discretion, may also refer any block party permit application to the village board for consideration.

      4.   The permit applicant is responsible for removing all litter, refuse, or personal property located in the public right of way as a result of the block party.
