Failure to comply with the provisions of this chapter shall subject the violator to penalties and late fees. A business will incur a twenty five dollar ($25.00) late fee for its first failure to comply with the provisions of this chapter, and said fee will be raised to fifty dollars ($50.00) for every offense thereafter.
