The village, through its police department, currently provides fingerprinting services to all residents and commercial nonresidents of the village, and the corporate authorities of the village deem it appropriate to impose a user charge for such service in order to partially offset the cost to the village to provide such service, a fee is hereby imposed upon persons requesting such service in the amount of ten dollars ($10.00) per fingerprint card, provided there shall be no charge for fingerprinting of children seventeen (17) years and younger for identification purposes only. Retakes will be offered at no charge when the person so fingerprinted presents sufficient proof that the original set is not satisfactory to the submitting authority.
