4-1-7: UNENUMERATED NUISANCES:
   A.   The acts, conditions or objects specifically enumerated and defined in sections 4-1-1 through 4-1-6 of this chapter are declared nuisances and may be abated by the procedure set forth in section 4-1-8 of this chapter.
   B.   In addition to the nuisances specifically enumerated in this chapter, every other thing, substance or act that is determined by the city council to be injurious or detrimental to the public health, safety, or welfare of the city is declared a nuisance and may be abated as provided in this chapter.
