All signs shall comply with the location and dimensional requirements of this code. A sign permit shall not be required for the following:
(a) Plaques, tablets, or inscriptions when cut into masonry surface or inlaid so as to be part of the building or when constructed of bronze or other noncombustible material;
(b) Signs owned and sponsored by the State, County, City, or public utility entities;
(c) Signs required by applicable provisions of the Norwood Property Maintenance Code, Norwood Fire Code, or other applicable law or regulation. Such signs shall be designed and placed according to applicable Building or Fire Code standards;
(d) Signs hanging inside of a window, provided that window signs shall be limited to twenty-five (25%) percent of the window area;
(e) Non-illuminated temporary ground sign less than 12 square feet in area and 3 feet in height;
(f) Non-illuminated temporary window sign that does not exceed 10 square feet in area and does not cover more than 25% of area of the window;
(g) The flags, emblems or insignia of any national or political subdivision or corporation flags. Three flags not exceeding sixteen square feet in area per store front. Such flags shall not be placed in public rights-of-way such that they impede the flow of pedestrian or vehicular traffic or to obstruct any fire escape, means of egress, or window or door openings used as an element of a means of egress;
(h) Signs located within the interior of any building or stadium, or within an enclosed lobby or court of any building, and signs for and located within the inner or outer lobby, court, or entrance of any theatre, that are not visible from the public right of way. This does not, however, exempt such signs from the structural, electrical, or material specifications as set out in the Norwood Building Code (NBC); and
(i) Transit shelter signs erected by a public transit agency.

(a) The design and construction of all signs and outdoor display structures shall comply with the requirements of the Ohio Building Code (OBC) as modified by the Norwood Building Code (NBC).
(b) Signs shall be constructed of durable material capable of withstanding continuous exposure to the elements and conditions of the urban environment. Only natural construction materials such as wood, metals, ceramic, and stone should be used for signs. Synthetic material should only be used if they are designed to resemble the recommended natural materials. Plastic or acrylic panels are strongly discouraged.
(c) Raceway cabinets, where used as an element of building mounted wall signs, shall match the building color at the location of the building where the sign is located. Where a raceway provides a contrast background to sign copy, the colored area is counted in the aggregate sign area permitted for the site or occupancy.
(d) The support elements for all signs shall appear to be free of guy wires or similar features. Blade signs may use decorative iron bracing support structures.
(e) When electrical service is provided to monument signs, all such electrical service is required to be underground and concealed. Electrical service to building mounted signs, including conduit, housings, and wire, shall be entirely concealed or, when necessary, painted to match the surface of the structure upon which they are mounted.
(f) No sign shall be painted on walls, windows, or other surfaces.

Signs shall be permitted or conditional according to Table 1321-1.

(a) Subject to subsection (b), the following types of signs are prohibited within the City of Norwood:
(1) Abandoned signs;
(2) Animated, intensely lighted signs;
(3) Bench Signs;
(4) Flashing Signs;
(5) Festoon Signs;
(6) Inflatable Signs
(7) Moving Signs;
(8) Cabinet Signs mounted on the wall;
(9) Signs which emit audible sound, odor or visible matter;
(10) Signs painted on windows and walls;
(11) Pole Signs;
(12) Rotating Signs;
(13) Multi-Prism Indexing Signs;
(14) Signs tacked, nailed, pasted, or taped on walls of buildings, on trees, poles, posts, fences, or other structures;
(15) Signs which operate or employ any stereopticon or motion picture projection or media, or have visible moving parts or any portion of which moves, or gives the illusion of motion; and
(16) Vehicle signs.
(b) Within a Major Planned Unit Development, and in conformance with the purposes contained in Norwood Codified Ordinance 1321.01, the types of signs listed in subsections (a)(2), (a)(4), (a)(9), and (a)(15) may be allowed when incorporated into a Final Plan Approval encompassing a contiguous area in excess of ten (10) acres. Illuminated signs shall be so designed and arranged that any external illumination is effectively shielded and no direct light is cast onto properties or streets adjacent to the Final Plan area.

(a) Signs may not be installed in any of the following locations:
(1) Except as provided in 1321.11(n) and publicly owned signs, in any public easement or right-of-way;
(2) In any public park or other public property, without written authority of the owner of that property;
(3) On any traffic control signs, fences, utility poles, street signs, trees, shrubs, rocks, or other natural objects;
(4) No sign shall be located so as to interfere with the safe movement of vehicles or pedestrians entering, leaving, or crossing a public right-of-way;
(5) On any property without the prior authorization of the owner of the property on which any sign is to be placed;
(6) Signs shall not be mounted on any portion of the roof or extend above the roof line unless mounted on a parapet wall. Signs shall not extend above the top edge of the parapet wall;
(7) A sign shall not be erected, constructed or maintained so as to obstruct any fire escape, means of egress, window or door opening used as an element of a means of egress or to prevent free passage from one part of a roof to another part thereof or access thereto;
(8) A sign shall not be attached in any form, shape or manner which interferes with any opening required for ventilation except that such signs may be erected in front of and may cover transom windows when not in violation of the provisions of this chapter;
(9) No sign together with any supporting framework shall extend to a height above the maximum building height allowed in a zone; and
(10) Signs shall not cover architectural details such as, but not limited to, arches, sills, moldings, and cornices.
(b) On a corner lot or an interior lot driveway or intersection, in all districts, all signs shall be set back from the right of way lines as needed so that no sign is erected that impedes vehicular traffic visibility or pedestrian visibility between a height of two and ten feet above grade.
