1321.11 SIGN STANDARDS.
   (a)    Monument signs shall comply with the following standards:
      (1)    One monument sign is permitted for each premises having frontage on a public right of way;
      (2)    Where a parcel has in excess of 300 feet of frontage, one additional monument sign may be erected;
      (3)    Where a premises fronts on more than one public right of way or street, excluding alleys and serviceways, the provisions of subsection (b)(2) hereof shall apply to each frontage. Signs for one frontage may not be combined with signs for another frontage for the purpose of placing the combined area or number of signs on one frontage;
      (4)    A monument sign shall have a maximum sign area of sixty-four (64) square feet and a maximum height of eight (8) feet as measured from the highest point of the sign structure.
      (5)    A monument sign and all its structural supports shall be located a minimum of ten feet from all property lines and a minimum of three feet from the public right-of-way;
      (6)    Monument signs shall consist of signs set into masonry walls or supported by two posts. All monument signs shall use materials and architectural design elements that are consistent with the architecture of the building. The use of a single pole supporting a sign cabinet shall be considered a pole sign and is prohibited; and
      (7)    Monument signs may contain changeable copy or electronic messaging centers.
   
   (b)    Temporary signs shall comply with the following standards:
      (1)    In an R district, no temporary sign shall exceed three feet in height;
      (2)    In the NBD, CBG, GBD, O, M-1, and M-2 districts no temporary sign shall exceed five feet in height; and
      (3)    The maximum aggregate temporary signage shall not exceed fifty square feet per lot.
      (4)    Not to exceed 60 days per calendar year.
   (c)    Grand projecting signs shall comply with the following standards:
      (1)    Only one (1) grand projecting sign shall be permitted per building;
      (2)    Grand projecting signs shall be no taller than thirty (30) feet from the bottom-most part of the sign to the tallest part of the sign;
      (3)    Grand projecting signs shall project no more than six (6) feet from the façade of the building; and
      (4)    No portion of the grand projecting sign shall be lower than twelve (12) feet above the level of the sidewalk or other public right-of-way over which it projects.
   
   (d)    Marquee Signs shall comply with the following standards:
      (1)    Marquee Signs shall only be located directly above the primary public entrance:
      (2)    Only one (1) marquee sign shall be permitted per establishment;
      (3)    Marquee signs shall have no more than three (3) faces. The total area of all faces shall not exceed five hundred (500) square feet;
      (4)    Marquee signs shall project no more than twelve (12) feet from the façade of the building;
      (5)    No portion of a marquee sign shall be lower than eight (8) feet above the level of the sidewalk or other public right-of-way over which it projects; and
      (6)    Changeable copy signs and electronic messaging centers may be incorporated into the sign with the maximum area allowance of one square foot per linear foot of marquee and with a maximum total height limit of not more than five feet at any point.
   
   (e)    Wall signs shall comply with the following standards:
      (1)    Wall signs shall be one of the following types:
         A.    Individually mounted channel letters internally illuminated;
         B.    Internally illuminated channel letters with cabinet;
         C.    Raceway mounted channel letters;
         D.    Individually mounted metal or wood letters and graphics externally illuminated;
         E.    Sign board externally illuminated;
         F.    Opaque cabinet signs where light only shines through letter openings;
      (2)    Wall signs shall not be erected to extend above the top of the wall, nor extend beyond the ends of the wall to which they are attached; and
      (3)    The use of sign cabinets for wall signs is prohibited.
   (f)    Blade Signs shall comply with the following standards:
      (1)    Blade signs shall be mounted on the wall no higher than thirty feet;
      (2)    No portion of a blade sign shall be lower than eight (8) feet above the sidewalk or other public right-of-way over which it projects;
      (3)    No blade sign shall exceed sixteen (16) square feet in size.;
      (4)    No blade sign may rise more than six inches above the top of a parapet;
      (5)    All blade signs shall be installed or erected in such a manner that the supporting structure has the same finished appearance as the sign; and
      (6)    Blade signs shall project no more than four (4) feet from the façade of the building.
   (g)    Canvas Blade Signs shall comply with the following standards:
      (1)    Canvas blade signs shall be no taller than thirty (30) feet from the bottom-most part of the sign to the tallest part of the sign;
      (2)    Canvas blade signs shall project no more than six (6) feet from the façade of the building; and
      (3)    No portion of a canvas blade sign shall be lower than twelve (12) feet above the sidewalk or other public right-of-way over which it projects.
   (h)    Awing Signs shall comply with the following standards:
      (1)    No lettering or graphics shall exceed twenty percent (20%) of the area of the awning; and
      (2)    No portion of an awning sign shall be less than eight (8) feet above the level of the sidewalk or other public right-of-way over which it projects.
   (i)    Under Awning Signs shall comply with the following standards:
      (1)    Under awning signs shall be located adjacent to the primary public entrance;
      (2)    No more than one under awning sign shall be permitted per establishment;
      (3)    No under awning sign shall exceed three (3) square feet in size;
      (4)    Under awning signs shall project no further from the building than the associated awning; and
      (5)    No portion of the under awning sign shall be less than eight (8) feet above the level of the sidewalk or other public right-of-way over which it projects.
   (j)    Canopy Signs shall comply with the following standards:
      (1)    For freestanding canopies, the area of copy may be one square foot per liner foot of canopy front and sides. Copy area or any part thereof allowed for one facing shall not be added to that allowed for other facings. Copy may be installed above, on the face of, or below the canopy proper, provided that where such sign is installed above or below, copy area shall be computed on the total of the sign face and the canopy apron proper;
      (2)    The height of a canopy sign attached to the principal structure shall not exceed two thirds the height of the fascia;
      (3)    The width of the canopy sign shall not exceed two thirds of the canopy width; and
      (4)    No portion of the canopy shall be less than eight (8) feet above the level of the sidewalk or other public right-of-way over which it projects.
   
   (k)    Under Canopy Signs shall comply with the following standards:
      (1)    Signs attached to the underside of a canopy shall have a copy area no greater than three square feet in area;
      (2)    Under canopy signs shall have a minimum clearance of eight feet from the sidewalks or other public right-of-way over which it projects;
      (3)    Under canopy signs shall be located adjacent to the primary public entrance and shall be mounted as nearly as possible at right angles to the building face;
      (4)    No more than one (1) under canopy sign shall be permitted per establishment; and
      (5)    Under canopy signs shall project no further from the building than its associated canopy.
   (l)    Window Signs shall comply with the following standards:
      (1)    Window signs shall not cover more than twenty-five percent of the window opening; and
      (2)    Window signs may be applied plastic graphics and lettering.
   (m)    Roof Signs shall comply with the following standards:
      (1)    Such signs shall be manufactured in such a way that they appear from all sides as part of the building;
      (2)    All roof signs shall be installed or erected in such a manner that the supporting structure has the same finished appearance as the sign. There shall be no visible angle iron, guy wire, brace or other exposed supports; and.
      (3)    The maximum height of any roof sign shall be five feet above the roof at the point of mounting.
   (n)    Portable Signs shall comply with the following standards:
      (1)    A portable sign shall have a maximum height of forty-two (42) inches;
      (2)    The maximum sign area for a portable sign shall be eight (8) square feet;
      (3)    Portable signs may be placed in the public right-of-way under the following conditions:
         A.   The sign's total dimensions shall be no less than 24 inches wide by 36 inches tall and no more than 30 inches wide by 42 inches tall;
         B.   The number of signs is limited to one per store front;
         C.   The sign shall provide an unobstructed sidewalk width of at least five feet for pedestrian passage;
         D.   The sign shall be no more than five (5) feet from the front door of the property to which the sign pertains;
         E.   The sign shall be set back ten (10) feet from the side property line and driveway entrance;
         F.   On a corner lot the sign shall not be located within twenty (20) feet of the intersecting streets; and
         G.   The sign shall be placed in such a manner so as to not constitute a nuisance or impede the pedestrian passage.
   (o)    Electronic Messaging Centers shall comply with the following standards:
      (1)    Electronic messaging centers may be incorporated into a marquis sign, blade sign, grand projecting sign, or monument sign;
      (2)    Only one sign with an electronic messaging center is permitted on a lot;
      (3)    All electronic messaging centers shall have automatic dimming capability that adjusts the brightness to the ambient light at all times of the day or night;
      (4)    No single electronic message is permitted to be repeated by flashing, fading, dissolving, traveling, or scrolling more than once every sixteen seconds;
      (5)    The night time brightness level for an electronic messaging center shall not exceed .03 foot candles above ambient light conditions as measured according to industry standards.
   
   (p)    State Regulated Off-Site Signs may be erected in certain industrial districts subject to the following conditions:
      (1)    The maximum sign face height shall be eight (8) feet and width shall be twenty (20) feet;
      (2)    Off-site signs on the same street facing the same traffic flow shall not be placed closer together than five hundred (500) feet;
      (3)    Off-site signs may be double-faced and each side shall be considered as facing traffic flowing in the opposite direction;
      (4)    Such signs shall not be mounted to any roof or building. The support structure for such sign shall be set into masonry walls or supported by two posts. The use of a single pole supporting a state regulated off-site sign shall be considered a pole sign and is prohibited;
      (5)    The area around off-site sign structures shall be kept clean and all scrub brush, tall grass, etc., shall be cleared away to a distance of at least five feet to the rear and sides of structure as well as to the front property lines and, if on a corner site, to both property lines;
      (6)    No part of any off-site sign structure shall be closer to any street right-of-way line than twenty feet or the front line of any building within one hundred (100) feet whichever is greater;
      (7)    No part of any off-site sign structure that is freeway oriented shall be within two hundred (200) feet of the freeway right of way;
      (8)    No part of any off-site sign structure that is freeway oriented and within six hundred and sixty (660) feet of the edge of the freeway shall be more than twenty (20) feet above the grade of the freeway or twenty (20) feet above the grade of the site of the sign. The measurement that is higher is to prevail as the height limit;
      (9)    Off-site signs visible to approaching traffic on either or both sides of a freeway shall not be placed closer together than five hundred (500) feet. All distances shall be measured along the right edge of the freeway in the direction of travel;
      (10)    No off-site sign shall be erected within five hundred (500) feet of a freeway interchange. The 500 feet shall be measured along the right edge of the freeway in the direction of travel from the nearest point of the beginning or ending of pavement widening at the exit or entrance to the freeway;
      (11)    No part of any off-site sign structure shall be erected within five hundred (500) feet of any residential district; and
      (12)    Multiple message and variable message devices may be permitted under the following conditions:
         A.   Each message or copy shall remain fixed for at least eight seconds;
         B.   When a message or copy changes by remote control or electronic process, it shall be accomplished in three seconds or less;
         C.   No such device shall be placed within one thousand (1,000) feet of another variable message advertising device on the same side of the highway visible in the same direction of travel;
         D.   The device shall contain a default design that will freeze the device in one position if a malfunction occurs; and
         E.   Only one multiple message device shall be permitted at a single location facing the same direction.
